The Popular Action as a legitimate instrument of capacity of implement of popular participation in citizen action a aims to ensure the principles of Public Administration in a Democratic State of Law. This article aims to analyze popular action as an instrument of social participation in the face of control of Public Administration activities.It is a theoretical essay, reasoned on current literature, legal doctrines and normative acts. Clarify that Popular Action is a constitutional instrument of social participation and is based on the theoretical bases of direct democracy, participatory democracy and social participation. And that the principles of public administration: legality, impersonality, morality, publicity and efficiency are subject to popular action, which has the purpose of safeguarding the responsibility and ethical duty of public managers, not being admissible acts that damage the public heritage and that the not have in their centrality the achievement of the fundamental rights of citizens. It is concluded that this type of vigilance instrument of the principles of public administration, although legally reasoned, has not been frequently triggered. Moreover, efficiency, effectiveness and ethics in public management through the rigorous adoption of transparency mechanisms based on its principles has been a challenge.
